Council workshop highlights public-safety facility, sewer projects, hazard-mitigation grants and slurry-seal schedule

City staff briefed the Kerrville City Council on capital improvement projects at the Feb. 11 workshop, outlining schedules, procurement steps and grant administration for several large projects.
Public safety facility and FF&E: Staff said construction of the public-safety facility is expected to complete around June; staff will bring a furniture, fixtures and equipment (FF&E) change order at the next council meeting and another package for additional equipment expected in March or April. "We're gonna bring another one, hopefully, the next meeting, not tonight's, but the second February meeting for the first of the FF and E, the furniture package," the presenter said.
Road and pavement maintenance: A slurry-seal program is tentatively scheduled for spring break to minimize traffic impacts, particularly on bus routes and heavily residential streets. Staff said about 40 streets were on the 2023-24 list and that the contractor aims to complete the work in one week, weather permitting.
Sewer and drainage projects: The Knapp Forcemain sewer project, which starts near Town Creek behind CVS and extends toward Walmart and Raising Cane's by the lake, was reported as about one month from completion. Staff also noted work near the Old City Hall/Ox Drive area is progressing.
TxDOT and transportation alternatives projects: Staff said the TxDOT drainage and lighting contract under Highway 27 is still several months from award. The 2021 transportation alternatives project near the hospital and Wesley corridor was described as mostly complete in the Wesley area with remaining sidewalk and driveway work; crews are moving to Colley Drive.
Hazard-mitigation grants and FEMA funding: Staff said the city will present at least four contracts at the next meeting (two design contracts and two grant-administration contracts) related to hazard-mitigation grants for the water system, sewer system, city hall, library and central fire-station generators. Staff confirmed FEMA funds have been transferred to the state and that award packages were received.
Other updates: Staff reported that Walker Partners' contract was terminated and Friese Nichols was asked to step in to complete design work and handle Water Development Board processes for a water-related project. Staff estimated the KPD complex ribbon cutting will likely fall in September or October, after FF&E installation.
No formal votes occurred during the workshop. Staff requested council direction where needed and said they would return with contract actions and more detailed bid-phase items at subsequent meetings.
