Kerrville council approves code changes, fees, ClearGov contract and board appointments

The Kerrville City Council on Feb. 25 unanimously approved a package of routine and substantive items, including two ordinances on second reading, a tree-preservation fee schedule and authorization for a multi-year budgeting software agreement funded in part with American Rescue Plan Act (ARPA) dollars. The council also reappointed a KPUB trustee and filled multiple advisory-board seats.
Council members voted to adopt Ordinance No. 2025-04, which amends Article 2 of Chapter 38 (municipal court) of the city code to clarify sections, add language to comply with state law and remove obsolete provisions; and Ordinance No. 2025-05, which deletes Article 5 (natural gas pipelines) of Chapter 110 (utilities). Both ordinances had been approved unanimously on first reading Feb. 11 and passed second reading Feb. 25 without additional discussion.
The council accepted a recommended fee schedule update tied to the tree-preservation ordinance adopted in January. The update sets an application fee of $150 and a fee-in-lieu of replanting of $150 per caliper inch; the fee-in-lieu allows property owners to pay up to 50% of required replanting obligations into a city tree fund. City staff presented the change as implementing the earlier ordinance and the council approved it unanimously.
On procurement, the council authorized the city manager to finalize and execute an agreement with ClearGov, a budgeting and transparency software vendor. City staff said the initial three-year portion of the contract will be funded with $42,500 in unallocated ARPA funds, with remaining costs to be included in future budgets. The council approved the authorization unanimously.
On administrative items, the council voted to cancel a scheduled municipal election because only one candidate filed for each office; staff noted this was the first time the city had cancelled an election since 1955 and estimated the action saved taxpayers about $10,000–$11,000. The council also reappointed Larry Howard to the Kerrville Public Utility Board; appointed Jill Drake and Michelle Grama to the Main Street Advisory Board; and appointed Connor Odom and Vanessa Von Dolan as alternates to the Zoning Board of Adjustment. All appointments passed unanimously.
The council approved the consent agenda — which included the ordinances and other routine items — by a single motion and voice vote, with no recorded roll-call names in the transcript.
