Schertz commission recommends SUP for auto-repair use at FM 1103 site

Planner Daisy Marquez told commissioners the property is zoned General Business and lies along FM 1103, a principal arterial. Marquez said staff sent 18 public notices for the request and received two letters in opposition, and that staff recommends approval conditioned on the site receiving a certificate of occupancy and a building permit being approved within two years.
Marquez said the SUP would permit the full range of automobile repair and service major activities defined in the Unified Development Code, and noted that additional screening and landscaping would be required where nonresidential development abuts residential property: a masonry wall, a 20-foot landscape buffer and one tree per 30 linear feet.
No members of the public spoke during the public-comment portion on this item. Serge (of Santa Cruz), who identified himself when asked to take the microphone, told the commission his business does not perform painting or engine work on trailers and that the trailers they renovate “don’t have any engines or oil or transmissions.”
Commissioners discussed odor and painting controls. One commissioner, citing his experience as a former fire marshal, said that automotive painting should be done in a UL-approved booth with exhaust and fire-extinguishing requirements. Marquez and the applicant said the current proposal did not include outdoor painting operations.
Commissioner Wallace moved to recommend approval of PLSPU20240273 with the staff conditions as presented; Commissioner McMaster seconded. The commission recorded seven ayes and none opposed; the commission’s recommendation will be forwarded to the City Council for final action.
The commission’s action is advisory; City Council will consider the SUP at a later date.
