The council and city secretary described the TIRZ as a financing tool that establishes a base tax value for a designated area and uses incremental growth in tax revenue to finance redevelopment-related costs. Staff said the TIRZ has a mixture of appointing authorities: six city appointees, two Bexar County appointees and one legislative appointment tied to the state office.
Council learned two TIRZ members recently resigned (the chair Michael Dhalla and Jill Whitaker). The chair asked that Council Member Davis serve on the board; Council Member Macaluso was moved from alternate to primary appointment. The chair further proposed the mayor and Council Member Davis, Council Member Macaluso, Mr. McChesney and Mr. Pittenger be appointed; one remaining seat would be determined at the next meeting. Staff explained the board itself appoints its internal chair and vice-chair under the TIRZ bylaws.
Council Member Watson made the motion to approve the appointments; Council Member Brown seconded. The council vote was 7–0 in favor.
