Schertz City Council adopted Resolution 25R017 to set a public hearing for March 18 on proposed amendments to land use assumptions, capital improvement plans and maximum impact fees for water and wastewater utilities. The resolution passed on a recorded vote of 6–0.
Planner Woodley (staff) explained the statutory process under Texas Local Government Code Chapter 395: the council must set a public hearing at least 30 days in the future, publish notice at least 15 days before the hearing, and receive written comments from the Capital Improvements Advisory Committee at least five days before the hearing. After the hearing the council has 30 days to act on establishing or updating impact (capital recovery) fees.
Woodley told council the packet included the report that outlines updated land use assumptions, the capital improvement plan and the calculation of maximum fees; staff and the Capital Improvements Advisory Committee will provide recommendations prior to the hearing. Council member Brown moved to set the hearing for March 18 and Council member Westbrook seconded; the motion passed 6–0.
Ending: Notices will be published later this month; the council will take public comment on March 18 and is scheduled to consider adoption by April 1, after receiving advisory committee recommendations.
