Planning commission recommends rezoning 305 Aviation Ave. from R-2 to R-6

The Schertz Planning and Zoning Commission voted 6-0 on March 5 to recommend City Council approve PLZC20250032, a request to rezone about 0.4 acres at 305 Aviation Avenue from single-family residential district R-2 to single-family residential district R-6.
Planner Daisy Marquez told commissioners the subject property is undeveloped, identified as Aviation Heights Lot 61 Block 24 (Guadalupe County property ID 174165), and is roughly 0.4 acres. Marquez said the applicant's letter of intent indicates an intention to split the lot in half and build two single-family homes — one for the applicant and one for the applicant’s parents — and staff is recommending approval of the rezoning request.
The item matters because the Aviation Heights subdivision is one of Schertz’s older neighborhoods and the proposed zoning change would permit a smaller minimum lot width (60 feet under R-6 versus 70 feet under R-2). Marquez said the area is designated a “complete neighborhood” on the future land use map and that the proposed R-6 designation is compatible with surrounding single-family uses. She also said Schertz Fire, EMS and police were notified and raised no objections.
Public notice and opposition were part of the record. Marquez said the city mailed 27 public notices on Feb. 19 and the city had received three written notices of opposition; none of those opponents spoke at the hearing. A resident who spoke at the hearing, identified in the record as John, said: “It’s just 2 houses on a lot that can actually fit them.”
Commission discussion touched on lot dimensions in Aviation Heights and how many of the older lots differ from current zoning minimums. Commissioners examined historical platting and parcel combinations, noting many lots in the subdivision were created from multiple original platted lots. One commissioner asked whether the commission could require an even split of the parcel; staff responded that the commission should avoid imposing that specific subdivision layout and that under R-6 the minimum lot width would be 60 feet, so the parcel could be subdivided unevenly within that minimum.
Commissioner Carbone made the motion to recommend approval of PLZC20250032; the motion was seconded by Commissioner Hector. The clerk recorded six ayes, none opposed, and the commission’s recommendation will be forwarded to City Council for final action.
Details from the staff presentation that are part of the public record include the parcel’s plat history (an original plat dated 1959 was displayed), the parcel identification number 174165, and the staff finding that the proposed zoning change meets the criteria in the Unified Development Code for consistency with the comprehensive plan and neighborhood character.
The commission’s recommendation is advisory; City Council will consider the zone change at a later meeting. The applicant was present at the March 5 hearing but did not make a separate presentation.
