Council accepts clean audit, approves consent items and economic development agreement in unanimous votes

The City of Schertz City Council on March 18 accepted the fiscal year 2023–24 annual comprehensive financial report (ACFR) and took several votes on consent agenda items and a closed-session economic development agreement; all recorded votes were unanimous (5–0).
Annual audit and ACFR James Walters, the city’s finance director, introduced the ACFR and noted the audit had been reviewed by the audit committee. Auditor Travis Rogers of Patillo, Brown & Hill told the council the firm issued an unmodified (clean) opinion on the city’s financial statements for the year ended Sept. 30, 2024. Rogers highlighted a general-fund balance of about $17.9 million and total general-fund expenditures of roughly $46 million for fiscal 2024, representing about 4.5–5 months of reserves.
Council action: acceptance of the audit Council Member Brown moved to approve Resolution No. 25R034 accepting the audit and ACFR; Council Member Westbrook seconded. The council vote was 5–0 in favor. Walters and Rogers remained available to answer council questions during the presentation.
Consent agenda and other votes The council approved the consent agenda (items 1–4) — minutes; appointments, reappointments and resignations to city boards, commissions and committees; Resolution No. 25R035; and Resolution No. 25R026 — by unanimous vote after a motion by Council Member Macaluso and second by Council Member Westbrook. Items 6 (Resolution No. 25R021 authorizing a development agreement with BFR LLC for an approximately 30‑acre tract) and 7 (Resolution No. 25R005 approving a utility service extension request) were tabled until the next meeting.
Closed session economic development resolution After a closed-session economic development negotiation (Project E‑99), council returned to open session and approved Resolution No. 25R032, authorizing an expenditure reflected in an economic development performance agreement between the City of Schertz Economic Development Corporation and Eastwood Properties. The motion to approve Resolution No. 25R032 was made by Council Member Macaluso, seconded by Council Member Guerrero, and the vote was 5–0.
Ending No dissenting votes were recorded on the items taken up in open session. The council scheduled follow-up items and pledged to return some tabbed items at a subsequent meeting.
