Pearland begins update of parks, trails master plan; council raises funding and maintenance concerns

Pearland on Monday held a joint City Council and Planning & Zoning Commission workshop to begin updating the city’s Parks, Recreation, Open Space and Master Trails Plan, with consultants outlining a roughly 12‑month schedule and a broad public‑engagement program aimed at producing an implementable plan for council review in early 2026.

The consulting team from Baxter & Woodman, led by planner Aaron Tooley, described the update as a listening phase that will include multiple small‑group sessions, targeted “express” surveys, at least two community open houses (one planned for April), pop‑up booths at community events such as Springfest and July 4, and a conditions and inclusivity assessment of the city’s park assets. “We want to make sure that we are listening to [Pearland residents],” Tooley said, and noted the firm will analyze park distribution, asset condition, sports and athletics needs, indoor recreation, natural resources and operations and maintenance.

Why it matters: Council members and commissioners pressed the consultants and staff to make the plan actionable and fundable rather than a document that sits on a shelf.
