Commission recommends rezoning at 2849 Cullen Parkway to allow office-warehouse use; council denied earlier

The Pearland Planning and Zoning Commission voted unanimously to recommend rezoning 6.6445 acres at 2849 Cullen Parkway from General Business (GB) to General Commercial (GC). The applicants seek to allow additional uses, specifically an office-warehouse use that is permitted in GC but not in GB.
Planner Katie Peterson presented the staff report and noted this is the same case that came before the commission in November 2024 and was recommended by the commission then; City Council denied the prior request by a 3-4 vote in December 2024. Peterson said the property is currently undeveloped except for a residential structure built about 1970; that structure would be removed if the rezoning proceeds.
Peterson told commissioners the GC district is not consistent with the comprehensive plan’s Business Park place type but is compatible with surrounding uses and utilities are available along Old Chocolate Bayou and Holland Parkway. She also said staff had received one written comment against office-warehouse development after the report was published.
Applicant Faraz Hemani told commissioners the proposal is unchanged from the prior submittal and that he had met with council members to address concerns. ‘‘We feel a little more optimistic this go around,’’ Hemani said.
Commissioners discussed whether GC would open the site to more and different uses; staff explained how some uses are allowed in GB and some only in GC, and that rezoning would change the by-right uses on the property. Several commissioners said they would prefer an office-warehouse use to remain in GB as part of a future UDC change, but none of those concerns prevented the commission from recommending approval. The commission voted 5-0 to recommend the rezoning to City Council, and the application will next go to council for final action.
