The Pearland City Council approved amendments on first reading to the city’s retiree health benefit ordinance to clarify how the portable subsidy and the city’s coverage plan interact and to include dental and vision in subsidy calculations.
City staff said the amendment aligns the portable subsidy amount with the value of the city plan at the unblended retiree rate rather than an employee rate the code previously referenced. It also clarifies how retirees may switch between the city coverage plan and the portable subsidy and extends the subsidy to combined medical, dental and vision plans.
Staff said the changes are mostly clarifying language to ensure parity between options. The update was funded from the health care contribution fund and that budget impact was already included in the current fiscal year. Council approved the ordinance on first reading; those present voted 5-0 in favor.
Staff indicated it will notify retirees who may be affected and that more detailed outreach is planned to explain the clarified options and timing.
