Member Byram introduced the resolution and explained that the bills would take approximately 30% of surplus revenues for the City of Houston and allocate the remaining 70% pro rata across Harris County, preempting the current practice in which county commissioners and precincts partner on local transportation projects. Byram noted Pearland has previously received money through the current precinct-driven process for the Hughes Road expansion and the Clear Creek Regional Trail System.
Council debate covered two themes: transparency and local control. Member Patel said he was torn and urged a more detailed pros-and-cons review, arguing voters originally approved tolls to pay debt and that surplus revenue accountability concerns exist. Supporters of the resolution argued the bills would disrupt locally negotiated partnerships and redirect funds without local input; Member Byrum defended the local partnership model and said Pearland and other suburbs rely on precinct-driven allocations for transportation improvements.
Council approved the resolution with a recorded vote showing one dissent (Member Patel) and the motion carrying. Staff noted a clerical correction to the draft letter referencing the state House speaker was required and that an updated version would be used for execution.
