Council approves conditional use permit for Quick Quack car wash near Broadway, 4-3

The Pearland City Council on Monday approved a conditional use permit (CUP) allowing a 4,773-square-foot tunnel car wash with vacuum stations at 1705 Broadway, subject to five conditions from staff and Planning & Zoning.
City planning staff described the proposal as a tunnel car wash with enclosed centralized vacuums and updated façade transparency to meet corridor overlay requirements. Staff recommended approval pending resolution of a traffic impact worksheet and listed five conditions to be incorporated into the CUP: a continuous 3-foot hedge along the northern property line to screen headlights; removal of gravel groundcover in favor of vegetation; 36-inch continuous evergreen hedgerows on east and west property lines; use of a centralized vacuum system to reduce noise; and priority preservation of a Bradford pear tree along the right of way.
Russell Nelson of Lone Star Builders, the applicant, told council the larger-than-average site allows for additional vehicle stacking and a 90-degree tunnel exit designed to reduce noise. "We're really excited to have another site here," Nelson said, describing a centralized vacuum system and design changes intended to limit sound and traffic spillover.
Several council members and residents raised concerns about the number of car washes already in the corridor. Member Cade said, "We have enough car washes in Pearland... I'm a hard no on this," while other members pressed the applicant on market analysis and construction history. The applicant said the company conducts market analyses and that the planned site would allow 24 cars stacked and about 39 cars from tunnel to street, designed to avoid backups onto the public right-of-way.
Planning & Zoning recommended the CUP with conditions; the council approved the resolution (R2024-CUP24-24) with staff-recommended conditions by a 4-3 vote. Those voting yes were Mayor Paton Carbone, Member Coza, Member Byrum and Member Toobin. Members Chavarria, Cade and Patel voted no.
Implementation details: staff said a traffic-impact worksheet must be finalized and the applicant must revise landscaping and ground-cover plans to meet conditions before permits are issued.
