Planning staff told commissioners the property had been split from a larger tract without a recorded subdivision and that increasing the facility by more than 20% ordinarily triggers subdivision requirements. City departments reviewed the request: traffic, utilities and public works voiced no objection; engineering recommended escrow or a contractual agreement for paving, drainage and sidewalks; fire officials said any access must support the imposed loads of fire apparatus and be all‑weather.
Staff recommended approval subject to conditions described as “option 2” in the staff report; commissioners discussed tabling to allow engineering to coordinate with a nearby funded roadway project but ultimately approved option 2 with required right‑of‑way dedication and contractual commitments in place.
Staff emphasized the owner must obtain building and related permits from the city and that if the variance were denied, the subdivision process with required public improvements would be required before any building permits could be issued. A city representative noted a nearby project (Otis Acres) had donated right‑of‑way and could affect the need for escrowed improvements.
The motion approved the variance with conditions; staff will follow up with the applicant to ensure required dedications, contractual agreements, and any deferred public‑improvement escrow are executed before permits proceed.
