An external audit presentation at the March 10 McAllen City Commission meeting found no material weaknesses or significant deficiencies in the city’s internal controls and recommended city staff review the Annual Comprehensive Financial Report (ACFR) for possible streamlining.
The auditor told the commission the ACFR draft is roughly 225 pages and contains 75 to 100 pages of information not strictly required by standards; staff were encouraged to evaluate whether portions could be removed to reduce preparation burden. The auditor repeatedly emphasized that identified “significant risks” were audit‑strategy areas (management override of controls, risk of fraud and revenue recognition, and journal entry testing) rather than findings: testing did not produce reportable exceptions in those areas.
The auditor described procedures performed across expenditures, revenue recognition (including utilities and tolls), cash and investments confirmations, and long‑term debt recognition and disclosure. No unusual transactions or suspected fraud were identified, and the auditor said there were no disagreements with management. The presentation acknowledged turnover in the city’s accounting and finance staff and commended management for meeting deadlines despite the staffing changes.
The auditor invited questions and noted they had received the representation letter from management prior to issuing the final opinion. The commission did not record any formal action on the audit presentation beyond the discussion.
Direct quotes from the presentation included: “We don't have any material weaknesses, or internal control or significant deficiencies to report to you,” and “your ACFR... is somewhere around 225 pages long. There's probably 75 to a hundred pages of information that's not necessarily required by the standards.” The speaker clarified those streamlining suggestions would be staff decisions.
The audit presentation provides the commission with the external auditor’s required communications and identifies areas audit procedures emphasized for the current year; staff will continue to administer financial-statement preparation and follow-up as needed.
