The McAllen City Commission approved a broad consent agenda and a slate of contract and budget items Monday, including LED lighting upgrades, a Wi‑Fi maintenance contract, and a professional-services amendment for the recycling-center upgrade.
Key outcomes: the commission approved a contract to purchase and install LED lights for the Convention Center parking lot; approved a service contract for monitoring and maintenance of the citywide Wi‑Fi network (the current incumbent, Telepro, was noted as scoring the procurement with a top score and possessing existing equipment and certifications); and authorized Amendment No. 1 to the Burns & McDonnell agreement for consultant services related to implementation of the recycling center (an amendment not to exceed $90,000).
The commission also approved change-order and time-extension reconciliation for the Balboa/Acres stormwater pump station project, granting 214 additional days to accommodate long lead times for major pump and engine equipment; staff said the change order does not change the contract dollar amount but revises the contract time to 579 calendar days. A separate abandonment of 0.13 acres was approved and a series of routine parkland-variance and subdivision items were approved as part of the agenda.
The Wi‑Fi maintenance contract will be executed in one-year increments with up to two one-year renewals; staff said the approach allows flexibility as the system ages. Commissioners asked for an informational workshop on the Wi‑Fi network’s performance and usage data.
The commission also accepted the quarterly investment report for the period ending Sept. 30, 2024; staff reported an ending book value of $487,473,603 and a weighted average yield-to-maturity of 4.67%.
Votes on these items were recorded by voice; the minutes show motions made and carried or included in the consent agenda. No individual roll-call tallies for most consent items were read into the record, except where required by statute (eminent domain item had a roll-call vote and was authorized separately in the meeting).
