McAllen — The McAllen City Commission approved an interlocal agreement April 28 with Hidalgo County Irrigation District No. 1 and Hidalgo County Precinct (per staff presentation) to install a siphon crossing on Ruth Road north of Russell Road.
City staff described the project as replacing an open canal crossing that currently restricts vehicle access and can create hazardous conditions for traffic and emergency vehicles. Under the agreement the district will oversee procurement, engineering and construction and will hold long‑term maintenance responsibility. The project calls for two 54‑inch reinforced‑concrete pipes to carry the canal under the roadway.
The city’s one‑time contribution is $405,000; staff said those funds come from developer escrow and are being shifted to cover the cost. Staff also said TxDOT has agreed to help fund adjacent drainage improvements and Hidalgo County drainage entities are coordinating on a related box culvert upgrade.
