The applicant submitted a subdivision application May 1 but asked the commission for a variance to avoid the formal subdivision process. Planning staff recommended disapproval and urged the property complete subdivision procedures so the city can ensure infrastructure — including fire hydrants and proper access — is provided.
Commissioners noted that structures had been erected outside the subdivision process and that approving the variance could create problematic precedent for future development on the remaining acreage. One staff member said the city has no fire-hydrant access to serve the rear buildings and emphasized risk to life safety. The commission voted to follow staff’s recommendation and disapprove the variance request; the applicant may continue through the subdivision process.
