City approves Cruz Hogan amendment for hydraulic analysis at proposed pedestrian underpass; approves airport budget amendment and design contracts

The City Commission on April 28 approved an amendment to an engineering contract and a budget amendment that advance two infrastructure projects: a TxDOT-requested hydraulic analysis for a planned pedestrian underpass and a budget change to implement the airport terminal design project.

Staff presented contract amendment number 3 with Cruz Hogan Consultants for additional hydraulic analysis requested by the Texas Department of Transportation as part of TxDOT’s review of plans for a proposed pedestrian underpass at Tenth and Wisconsin. The additional hydraulic analysis was priced at $14,400 and would increase Cruz Hogan’s contract to $360,389.80. Staff said the analysis will include 50-year and 100-year flood checks and provide elevations useful for future channel improvements.

Commissioners asked whether the hydraulic analysis request had been anticipated in the original scope; staff said it was not part of the original scope and had come as a supplemental request from TxDOT’s reviewers. The commission approved the contract amendment.

Separately, the commission approved a fiscal-year 2024–25 budget amendment for airport improvement projects to implement the previously approved terminal design. Staff noted the consent agenda also included two airport contracts: one for a terminal checkpoint expansion and another for terminal expansion design that conforms to the terminal-capacity study presented at an earlier workshop. The budget amendment authorizes staff to proceed with the design and related procurement steps.
