Commission approves multiple construction change orders, including reservoir, alley rehabilitation and drainage reconciliations

The McAllen City Commission on April 28 approved several construction contract amendments and change orders across multiple capital projects, including a regional detention/reservoir, alley rehabilitation, neighborhood drainage improvements and final reconciliation for the McAllen South Industrial Park project.
Staff summarized each change order and recommended approval. For the Amari Reservoir and regional detention-pond project near the South Wastewater Plant, staff reported discovery of an unforeseen, abandoned 34-inch force main and additional excavation needs; staff recommended approval of change order number 1 which would increase the contract cost and add 10 calendar days to the schedule. (The meeting record contains inconsistent numerical references to the amount; staff stated both an increase of $51,600 and also recited a larger figure in the record. The commission approved the change order.)
For the Alley Rehabilitation Project, section A, the commission approved change order number 1 to replace 6 inches of subbase with a geogrid; the net contract amount decreased by $148.88 and the contract gained seven calendar days. For the Daffodil and 40th Street drainage improvement project, staff presented a final quantity reconciliation and recommended approval of change order number 1, a net increase of $17,437.76 with no additional calendar days.
For the McAllen South Industrial Park project the commission approved change order number 6 and final reconciliation. Staff said they negotiated liquidated-damage assessments with the contractor, charging 100 days of liquidated damages as part of the reconciliation. The net effect of the change order was a negative $23,516.85 for a revised contract amount reported as $3,728,576.82.
Commissioners encouraged members of the public to view construction progress at the reservoir site, and staff said excavated dirt will be used for other city reservoir work. Each change order passed on voice votes.
