The McAllen City Commission approved a developer participation agreement on April 28 to contribute up to $203,853.11 toward a roundabout at Freddy Gonzales and 30 Third Street within the Northwood Trails subdivision and later adopted an ordinance formalizing the roundabout project.
City staff said Red Rock Real Estate Group will construct the public improvements as part of the subdivision; the developer’s overall public-improvement work is substantially larger, and the city’s participation is limited to a calculated share for the roundabout. Staff recommended the participation amount after reviewing the construction estimate and said the figure represents a reasonable proportion of the total roundabout cost.
Commissioners asked whether the developer would dedicate right of way; staff said the property will be dedicated to the city as part of the development process. A motion to approve the participation agreement passed by voice vote. The commission later adopted an ordinance to authorize the roundabout at Freddy Gonzales and 30 Third Street.
Staff said the roundabout is intended to improve traffic flow in the area and is preferable to a four-way stop at that intersection. The participation agreement requires the developer to perform the construction; the city’s funding contribution will be provided under terms in the agreement and will be limited to the approved amount.
