Planning board endorses three ANR plans, approves minutes

At the start of its April 17 meeting the Framingham City Planning Board approved draft minutes and endorsed three Approval‑Not‑Required (ANR) plans certifying frontage under the zoning rules for parcels at 4254 Union Avenue, 177 and 177A Edmonds Road, and 775 Salem End Road.
The board approved the minutes from December 27, 2024, February 12, 2025, March 6, 2025 and March 20, 2025 in a bundled motion and voted to endorse the minutes.
Pat Arno of MetroWest Engineering presented the ANR for 4254 Union Avenue; Arno said the proposal transfers 509 square feet from one lot to another so the buildings fall on the correct lots, and the board endorsed the plan by roll call. Attorney Arthur White appeared for the applicants on Edmonds Road and explained that a 302‑square‑foot triangular parcel transfer to 177A would create a buildable lot under section 4.4(b) of the zoning regulations. The board endorsed that ANR by roll call. Zach Lehi of Existing Grade presented the 775 Salem End Road ANR, explaining the existing parcel of just over 2.4 acres would be split into two lots, each showing adequate frontage; the board endorsed that ANR as well.
What ANR means: the board’s role in an Approval‑Not‑Required plan is limited to certifying that each lot meets frontage requirements and is therefore not a subdivision; the board does not adjudicate other permitting matters in ANR endorsements.
