The Framingham City Planning Board on April 17 approved a modification to its April 7, 2022 decision for the 105 Irving Street project, removing vehicular egress from the garage to the northern driveway on Irving Street and directing all exiting traffic to use the Gordon Street lot.
The change, presented by the applicant’s representative, Morris, eliminates the option for vehicles to exit the garage onto Irving Street because that driveway is subject to a use easement and created a potential circulation conflict, Morris told the board. “This is simply a, an effort to amend the site plan to eliminate the ability to basically exit the garage and go out the northern driveway,” he said.
Residents and board members weighed the neighborhood effect. Louetta Bradley, who lives at 20 Gordon Street, said she was concerned about loss of on‑street parking and trash and asked who would maintain the street‑side property. Bradley said, “My concern for Gordon Street is, the lack of parking.” The board advised residents to use Inspectional Services for ongoing code enforcement concerns and noted the project provides 42 parking spaces while only 29 are required.
Traffic data from the project’s 2022 review were cited in discussion. The applicant’s materials showed a weekday daily trip generation of about 100 vehicle movements (in/out), a morning peak hour generation of 17 trips and an evening peak of roughly 30 trips—equating to roughly one exiting vehicle every four minutes during the morning peak if concentrated on Gordon Street. Planning staff and a third‑party reviewer had previously assessed circulation and concluded the change was acceptable with signage; the board incorporated staff signage recommendations into its approval.
Action taken: the board voted to approve the modification to its 04/07/2022 decision to eliminate garage egress to Irving Street and require egress through the 28 Gordon Street lot, with staff‑required signage. The motion passed on a roll call vote with all members present voting yes.
