CPC plans annual public hearing, begins updates to five‑year preservation plan

The Framingham Community Preservation Committee discussed how to manage its annual update to the city’s Community Preservation Plan and how to organize outreach for this year’s annual public hearing.
Committee members and staff said the full preservation plan is prepared every five years; intervening updates are primarily administrative and financial. The committee noted the next full five‑year plan will be required for fiscal year 2028, and that this year’s update will focus on financial updates and public‑hearing outreach.
Heather, the committee coordinator, outlined the process: annual updates will revise administrative items (member lists, dates, schedules) and the budget section after the fiscal year closes in June. Committee members set a working target of preparing a first draft in July–August so departments and community stakeholders can review ahead of fall deadlines.
Members asked each of the focus boards (parks and recreation, conservation, housing, historic) to review the sections that relate to their areas and provide suggested criteria changes or content updates. Several members urged that completed-project representatives be invited to the public hearing to share lessons learned and to help attract attendees; the committee also discussed outreach channels including district councilors, Access Framingham, Framingham Today and social media.
Committee members discussed barriers to public attendance and emphasized that projects typically need a sponsoring department to advance; multiple members urged projects to be funneled through departments so proposals are complete and implementable. The committee also accepted an invitation to engage with the MetroWest Housing Coalition’s May 22 meeting to brief housing stakeholders on CPC processes and encourage participation.
Staff said that final financial numbers for the plan’s budget section cannot be completed until after the fiscal year close and the DOR finalizes the state match; outreach and draft updates will proceed in the meantime.
