Engineers cite 2023 speed study as committee places Prospect Street signage request on file

Councilor Pena Castello introduced a referral asking for improved signage on Prospect Street between James Street and Montcalm Street, saying residents reported vehicles running off the road and yards being damaged. "I walked it yesterday, and it's extremely busy," she said.
City Engineer Doug Ellis told the committee there is a posted 30 mph limit on that segment and no special state speed regulation applies. He cited a speed study performed in late 2023 that found the 85th percentile speed at about 42 mph. "The 80 fifth percentile is 42 miles per hour," Ellis said, explaining engineers use that figure to assess typical driver speeds when designing traffic controls.
Committee members thanked Ellis for the data; no new signage or regulations were ordered tonight. After no public speakers, the committee voted to place the referral on file; the motion passed 5–0 and will appear before the full City Council.
