Votes at a glance: Chicopee City Council approves multiple appropriations, ordinances and appointments

The Chicopee City Council on April 15 approved a series of mayoral orders, committee reports, zoning referrals and ordinances covering infrastructure, remediation bonds, grants, appointments and traffic changes.

Why it matters: The votes move city spending, land-use and traffic changes forward and set the schedule for follow-up committee review on several zoning and licensing matters.

The council received and passed the mayor’s appropriations and routine orders that fund projects and accept donations and grants. Key items approved by roll call included the following (motions made and seconded as recorded in the minutes):

- Mayor’s Order 1 — Appropriation of $1,900,000 to DPW Highway special account (Chapter 90 resurfacing and related intersection/overhead-truck detection work, including Meadow Street, Montgomery Street and Prospect/Chicopee Street underpass). Vote: passed (roll call recorded as 12 yes).

- Mayor’s Order 5 — Acceptance of the 2025 municipal cybersecurity awareness grant from the Commonwealth’s Executive Office of Technology Services and Security for the City of Chicopee and Chicopee Public Schools (grant provides end-user training, evaluation and threat simulation). Motion passed (roll call recorded as 12 yes).

- Mayor’s Order 6 — Appropriation of $12,226.79 (human resources special account for indemnification of police and fire; city is self-insured and this covers contractual obligations). Motion passed (roll call recorded as 12 yes).

- Mayor’s Orders 7 & 8 — Acceptance of donations to Chicopee Police Department ($250 for autism program) and Chicopee Public Library ($10). Both motions passed (roll calls recorded as 12 yes).

- Mayor’s Order 9 — Authorization to acquire easement interests from Westover Shops LLC (sewer easement near James Street; planning and engineering vetted request). Motion passed (roll call recorded as 11 yes, 1 out of chair noted during roll call but motion passed).

- Mayor’s Order 10 — Appointment of Mark Willette (Willette/Ouellette) as Veterans’ Grave Officer (appointment referred for confirmation; motion to send to Human Resources for first reading/public hearing carried).

- Mayor’s Orders 11 & 12 — Acceptance of donations to Chicopee Senior Center ($747 and $7,200 for senior programming and meals). Motions passed (recorded roll calls showed 11 yes/1 abstention in one instance where President abstained from that vote; motion carried).

- Zoning/planning referrals: The council received multiple new zone-change and special-permit applications (several properties on Chicopee Street, Saint Anthony Street and others). Those applications were referred to planning/zoning and appropriate departments for public hearings.

Elections and nominations handled at the meeting:

- Library board: Judith Shelby (Sheltie) was nominated for the Chicopee Library Board of Trustees; the nomination was referred to Human Resources for a public hearing.

- Vice president of the City Council: After nominations and a vote the council elected Councilor Fred Krampitz as council vice president for the remainder of the 2025 term (result announced in the meeting transcript).
