VDOT residency manager to retire after 48 years; board and residents raise local road concerns

Marshall Winn, VDOT residency manager for New Kent County, briefed the Board of Supervisors on May 6 about routine and upcoming maintenance and announced he plans to retire June 24 after 48 years with VDOT.
Winn told the board that in the past month VDOT logged 98 work orders and completed 101, conducted pothole and asphalt repairs, grading on non-hard-surface roads, ditching and shoulder work, pipe replacement and cleaning, tree debris and trash cleanup, and sign repair and replacement. He said specialty mowing notices were issued, primary mowing would start the following Monday and secondary mowing would begin soon.
Winn also described signal work at Providence Forge (Route 60 at 1505), saying mast arms are up and crews planned to remove span wires and activate the mast-arm signals the following day. Rumble strips on Route 60 were being installed with pavement markings to follow weather permitting.
Supervisors and residents raised multiple local issues: Supervisor Pearson said a community meeting on Clark Road is scheduled for June 11 at 5:30 p.m. to discuss resident preferences on paving; she also asked for follow-up on Route 618 which is in poor condition. Winn said contractors have until October to complete work on Stage Road and that preparatory work was underway.
Residents and supervisors also asked about a sinkhole on Hollyfork and shoulder erosion; Winn said he would follow up. Supervisor Steers asked that VDOT inspect gravel placement near a boat landing at the Steel Trap Road and Route 606 junction. Several supervisors thanked Winn for his service and wished him well in retirement.
Ending: Winn said he will miss the work but looks forward to retirement and travel; VDOT and county staff will continue coordinating maintenance and community meetings during the transition.
