Juniper Golf Course plans Toptracer driving range upgrade; city continues general-fund support for debt service

Juniper Golf Course management presented the golf enterprise budget and a proposed driving-range upgrade using Toptracer technology intended to extend seasonality and broaden programming.

General manager Rob Malone and public-works staff described an estimated $150,000 infrastructure investment to add Toptracer and covered, heated bays at the range. Staff projected the range and related program revenue could grow from roughly $122,000 this year (range plus player development) to about $200,000 in year two and approach $250,000 by year three, with payback expected within roughly three years under current projections.

The golf enterprise reported positive operating cash flow in recent years and has purchased equipment in cash rather than leasing; however, the city continues to cover the majority of outstanding debt service from the general fund. Staff said lodging tax receipts have contributed to building a reserve for future golf capital projects.

Committee members expressed cautious support but some raised concerns about ongoing general‑fund contributions and urged the golf fund to move toward self-sufficiency. Staff pointed out the course supports significant community recreation and generates rounds and visitation consistent with tourism and park uses.

The FY25–26 budget includes the Toptracer investment in the capital list, planning for phased additions including permanent food and beverage options and expanded programming into nontraditional hours.

Staff will return with project implementation details and phasing once procurement and site plans are finalized.
