State board member urges written guidelines for future superintendent contract renewals

A board member called on the Alabama State Board of Education on Thursday to create written guidelines for future renewals, extensions and new contracts for the state superintendent, saying the board should “establish a comprehensive written guideline” while recent contract changes remain fresh.

The request, made during a work session, asked staff and members to reflect on the recent contract modifications and produce a document that outlines roles, responsibilities and protocols for future actions. “I believe that it would be beneficial for us to develop a guideline with details while we still have this fresh on our minds,” the board member said.

The speaker said they had consulted several colleagues and recommended that Marie Manning, Jason Swan and other staff meet to draft the guideline. The board member characterized the recent process as imperfect but said completing the task offered a chance to improve consistency and transparency in future governance decisions.

No motion or formal vote was recorded on the recommendation during the work session. The board resumed the published agenda after the discussion; the speaker said the item was being raised as a governance improvement rather than a formal action item.

The board member framed the proposed guideline as a tool to reduce confusion at transitions of leadership, including the upcoming election of a new governor. The suggestion emphasized documenting “clear roles and responsibilities, appropriate protocols that will be followed in the future.”

Board members acknowledged the request and characterized the contract review process as difficult for participants, but the board did not set a deadline or assign a specific follow-up date during the session.
