Streetscape committee seeks funds for entrance plantings, asks council to formalize advisory scope

A Streetscape Committee representative described the committee’s membership, short- and long-term goals and funding requests to the Town Council.
The presenter said the six-member committee includes Bob Dornan, Mike Locally, Bonnie Burns, Linda Wright, Pat McElbain and Council representative Cindy (surname not specified). The committee asked the council to add language on the town website that the committee “advises planning commission and council on sidewalk upgrades, repairs, and or additions as well as street furniture in general.”
On short-term work, the committee said it will help town staff with plant and shrub replacement at the town office planters, revise the town’s posted tree and trouble list, and maintain beds overhauled in 2024.
The committee reported it has applied for $33,000 “for this year's maintenance and planting on Washington And North Madison,” and requested an additional $16,000 for the Eastern entrance plus $4,000 for plants and shrubs for future work. The committee said the town already programmed funding for the Western entrance and that committee members plan to start the Western entrance first because it is more level.
Committee members described 2024 accomplishments: bump-outs on Washington Street were redone and planted and 500 bulbs were planted in public beds. They also described plans for a perennial garden at the western entrance and the goal of using low-maintenance plantings that support seasonal holiday decoration. The committee reminded the council that Arbor Day tree planting is scheduled for April 26 at 9 a.m. at the community center in memory of Thelma Swain.
Council and staff said budgeted funds exist for the Western entrance this year and that the fiscal 2026 budget includes funds for the Eastern entrance; staff expects to proceed with the Western entrance in spring and the Eastern side later in the year if budgets remain as programmed.
The committee’s requests were presented as information; no formal council action was taken at the meeting.
