Staff explained the B-3 front- and rear-yard setbacks make the lots essentially undevelopable for commercial uses, leaving only a narrow buildable strip. The applicant proffered single-family dwelling construction for both lots; staff said the proffers are consistent with typical conditional-use conditions (driveway material, foundation plantings, brick foundations) and recommended approval. Planning Commission recommended approval; staff reported no written or oral public opposition.
Staff also noted the comprehensive plan supports medium- to high-density housing in the subarea. A councilor asked whether the rezoning would interfere with a nearby Rendezvous development; staff said it would not. Another councilor asked whether the housing authority had been consulted; staff said there was no discussion with the housing authority and that the applicant is proposing two single-family homes, distinct from the larger multifamily project planned elsewhere.
No action was taken at the April 8 work session; the matter will return for public hearing and council decision.
