Council approves $19 million GMP amendment for Redmond airport terminal expansion phase

The Redmond City Council on Tuesday approved a guaranteed maximum price (GMP) amendment not to exceed $19 million for the airport terminal expansion, funding utility work, contractor staging and pre‑construction activities ahead of the main construction contract.
Airport Director Zac Bass told the council the GMP 2 package enables essential pre‑construction work: new utilities to the terminal, a tunnel and temporary outbound baggage carousel, construction staging buildings and other site preparation for the terminal’s west‑side work. The package follows a May 2024 GMP for long‑lead items such as jet bridges, and precedes a larger GMP 3 construction package Bass said will be roughly $108 million for the main building.
Bass said the total project remains on a budget target below $180 million; GMP 2’s estimate was likely to come in slightly under $18 million but the council approved a $19 million not‑to‑exceed cap to provide contingency. The city plans a subsequent GMP request in May for the major construction phase and another package for furnishings and seating after construction.
Councilors asked whether the $180 million cap covered future phases; Bass said any further projects would require future council approval and be contingent on financing. The council voted to approve the GMP amendment; the motion passed by voice vote and the contract amendment will allow the airport team and construction manager to proceed with the work covered by GMP 2.
