Astoria council adopts revised system development charges ordinance on second reading

The Astoria City Council on May 5 adopted a revised ordinance establishing updated system development charges (SDCs) for water, wastewater, storm drainage, transportation and parks.
City Manager Ryan Spence told the council the update had been discussed for about a year and that the key ordinance change adds a tenure clause to provide credits for prior uses in the built environment. Spence cited the example of the Juana Credit Union building on Columbia Street, which previously was a bank and now is a restaurant; that prior use would receive credits under the ordinance.
The council held no public testimony on the ordinance at the meeting. Councilor Davis moved to hold the second reading and adopt the revised SDC ordinance; Councilor Adams seconded. Council then completed a roll-call vote: Councilor Davis, Councilor Mozzarella, Councilor Adams, Councilor Lum and Mayor Sean Fitzpatrick all voted "aye." City Attorney Michael Quigley (on the record as Mr. Quigley) read the ordinance title into the record as required for adoption.
The ordinance inserts a new section into the Astoria City Code to establish the updated SDC framework and the staff packet and prior meetings contain the fee schedule and credit calculations. The council did not add additional amendments during the second-reading adoption. City staff indicated the SDC changes reflect updated impact accounting and precedent for credits for existing uses.
