Astoria authorizes Recology to receive state recycling modernization funds for transportation and contamination reduction

At its April 21 meeting the Astoria City Council authorized City Manager Scott Spence to submit a funding authorization to the Oregon Department of Environmental Quality under the Oregon Recycling Modernization Act (RMA), naming Recology as the city’s authorized service provider to receive and manage the funds on Astoria’s behalf.
Spence said the RMA provides state funding across five eligible categories, and staff expects reimbursement to Astoria’s service area to be roughly $40,000, primarily for transportation reimbursement and contamination‑reduction programming. Because Recology is the city’s current hauler and has the staff and operational capacity, staff recommended delegating receipt and administration of the funds to Recology.
Councilor Alyssa Adams asked about monitoring and reporting; Spence said staff could provide information to council and that Recology would have reporting obligations to the state. A Recology representative (Dan Blew) was present online but was not able to provide additional comment during the meeting.
Councilor Adams moved and Councilor Andrea Lunt seconded that the city manager be authorized to submit the funding authorization form to the Oregon DEQ identifying Recology as the sole authorized service provider and to execute necessary documents. The motion carried on a voice vote: "All those in favor, say aye." Mayor Mary Fitzpatrick and councilors voiced approval and the motion carried.
Staff noted the option for the city to receive RMA funding directly but said doing so would require city resources and program capacity the city does not currently have; delegating to Recology would leverage existing operations. Staff will provide available program reports and data to council as Recology submits them to DEQ.
