Council approves ODOT amendment for Riverwalk lighting; project cost increase noted

City staff presented and the council approved Amendment No. 1 to an Oregon Department of Transportation (ODOT) agreement to install bollard lighting on the East Riverwalk (Mill Pond east to about 30 Fourth/Fifth blocks), the city manager said on March 17.
Scott Spence told the council the project originally was about $845,000; costs have risen to roughly $1.02–$1.03 million and the city previously authorized additional local funding of about $69,000 to cover the higher match. The agreement before council is the formal amendment ODOT required; Department of Justice review delayed finalization until this package was complete.
Parks Director Jonah Dart McLean and project staff said work was nearly complete at the time of the meeting: four bollard heads damaged in transit were expected to arrive around March 19, and the subcontractor planned to install them immediately upon delivery. Staff said the lights would be energized after Pacific Power completed the final connection and estimated the lights would be on by April.
Councilor Lum moved to approve Amendment No. 1 to ODOT Agreement 35238 (Astoria Riverwalk Trail Lighting); Councilor Mozzarella seconded. The motion passed by voice vote; council recorded “aye” and the motion carried.
