The Astoria City Council on Feb. 18 approved Amendment No. 2 to the special public works fund development interim financing contract for the Eighth Street waterline replacement project, extending the project completion deadline from Dec. 31, 2024, to Aug. 31, 2025.
City Manager Spence explained the delay stemmed from unanticipated complications related to an historic brick roadway and required mortar curing time for the restored surface. The discussion noted the project area near the bowling alley remains under construction and that payments under the reimbursement arrangement with project partners cannot be processed until the contract date is extended and work is complete.
Council action: Councilor Lum moved to approve Amendment No. 2 to change the completion deadline; Mayor Fitzpatrick seconded and the motion passed by voice vote.
Why it matters: the extension allows the city to finish remedial work and meet partner reimbursement requirements without retroactive contract issues. Staff said the longer completion window accommodates required curing time and final acceptance activities.
