Staff proposed increasing Water Fund capital outlay from $5,000,945 to $6,000,145 and reducing contingency by a like amount; staff said the fund—s projected cash carryover supports the amendment.
The presentation also reviewed larger, planned water capital work: construction of the Keys Grove reservoir (a $3,000,000 project noted in the urban renewal allocation), new wells, generator replacement, treatment-plant upgrades, northwest distribution pipeline replacements, and water-loss reduction measures. Staff described a financing approach combining debt proceeds and previously budgeted ARPA or grant funds for the 3,000,000 reservoir and noted that long-term debt schedules are set against maturing obligations in 2028 and beyond.
Committee members asked about timing and whether immediate roof replacement would mitigate damage risk; staff said short-term repairs were holding but that recent rainfall and ponding near walls increased urgency. Staff asked the committee to include the roof project in the current fiscal-year budget so bidding and procurement could proceed in the winter construction window.
The committee adopted the overall budget as amended, which includes the water-fund capital adjustment; staff said the roof project will be added to the capital project list and identified in the published budget documents.
