Council adopts comprehensive plan and code amendments on dredge disposal map and definitions

Astoria City Council on Jan. 21 held a second reading and adopted amendments to the comprehensive plan and development code (Amendment A24-05) and adopted a new map addressing flow-line disposal locations for material dredged from the federal navigation channel.
City Manager Spence described the package as aligning city code with county and state rules and with the U.S. Army Corps of Engineers’ maintenance practices for the federal navigation channel. Spence said the council had adopted findings at the Jan. 6 public hearing and that the public hearing was closed at that meeting; additional public testimony would require continuance and new notice.
Councilor Lum moved to hold the second reading and adopt the amendments; Councilor Mozzarella seconded. The council approved the package by roll call vote: Councilor Davis, Councilor Mozzarella, Councilor Adams, Councilor Lum and Mayor Fitzpatrick all voted aye.
City staff noted that the council’s ruling may be appealed to the Oregon Land Use Board of Appeals (LUBA) within 21 days after the decision. If no appeal is filed within that period the council’s decision is final.
