City council adopts ordinance to readopt Oregon Revised Statutes into Astoria code

Astoria City Council adopted ORD 25-01 on Jan. 21 to readopt state statutes referenced in the Astoria municipal code.
City Manager Spence told the council the readoption is a routine, annual practice recommended by the League of Oregon Cities to ensure local code reflects changes made by the Oregon Legislature. Spence said three code areas were affected by 2024 legislative changes: fines related to the camping ordinance, traffic rules and fines, and forfeiture provisions connected to hit-and-run offenses. Spence said those changes did not create substantial or substantive shifts in local policy.
Councilor Adams moved to hold second reading and adopt ORD 25-01; Councilor Lum seconded. The council approved the ordinance by roll call vote: Councilor Davis, Councilor Mozzarella, Councilor Adams, Councilor Lum and Mayor Fitzpatrick all voted aye.
The readoption updates Astoria’s municipal code to match state law changes made during the 2024 legislative session. City staff said they were available to answer follow-up questions but none were raised during the meeting.
