City releases draft Southside redevelopment timeline; staff seeks input before June planning commission hearing

City staff told commissioners the draft Southside redevelopment plan will be available for review within roughly 48 hours and that the plan includes statutory elements required under Kentucky law, data, benchmarks and a public‑notice schedule.
“Probably 48 hours,” a city staff member said when asked when commissioners would receive the draft. Staff said the plan is 65–70 pages with charts, a budget and conservative benchmarks; the recommended goal for phase 1 is five new homes a year so the plan can demonstrate progress without setting unattainable targets.
Carol (city staff) said phase 1 covers 1,061 parcels; the city must mail notice to every property owner in the targeted area at least 10 days before the planning commission public hearing. Staff also said they will try to reach current tenants by mailing notices to occupancy addresses, because many tenants do not live at the property owner’s mailing address.
Commissioners and staff discussed lot sizes and housing form. Staff said many lots are about 40 feet wide, so single‑family homes in the Southside will often be modestly sized. “On average, unless it’s a two‑story house, you’re looking at 1,200 to 1,400 square feet,” staff said. Commissioners asked whether duplexes were being considered; staff said duplexes were possible but often limited by lot configuration and the need to combine lots for adequate footprint.
Staff said they will post the draft plan online, hold public hearings, and move the planning commission and commission readings through July and into late July and August as the plan is finalized. Commissioners asked staff to circulate the draft to them and to schedule community meetings.
