During the April 22 Junction City work session, councilors discussed using a portion of projected state revenue sharing to fund a part-time detective position in the police department.
Council discussion and proposal The mayor and council members said the city’s projected state revenue sharing allocation was approximately $130,000, with roughly $100,000 currently available and undesignated. A councilor proposed using $50,000 of that undesignated revenue to fund an 18-hour-per-week detective position that would not receive benefits (position under 20 hours). Staff said the department already has a candidate for the part-time detective and that the position would relieve some investigative workload from patrol staff.
Constraints and process Councilors noted a public hearing is required to appropriate state revenue sharing funds. Several members also emphasized this would be an interim solution and that continued funding would need to be sustainable in future budgets. Staff said state liquor revenue sharing can be used at the council’s discretion and that using one-time dollars for ongoing positions requires planning to absorb costs in future operating budgets.
Next steps The proposal was described as a seed for the budget committee to consider; councilors indicated further discussion at the budget committee and the public hearing process will follow before any allocation is approved.
