County approves $392,166 Pathway contract to employ 58 TANF‑eligible youth this summer

The Board of Lucas County Commissioners on May 5 authorized an agreement with Pathway to deliver a summer youth employment program that will employ 58 Temporary Assistance for Needy Families (TANF)–eligible youth ages 14 to 18.
Bridget Osborne (Job and Family Services) presented the item, saying the $392,166 award is mostly funded through a summer youth employment allocation, with a small portion drawn from existing TANF administrative funds to cover eligibility determination and program administration. The program provides orientation, financial-literacy training and a debit card to participants; presenters described the placement as an experience rather than merely a summer job and noted prior years served many more youth.
Pathway CEO Cynthia Savage was present. Commissioners praised the longstanding partnership with Pathway but cautioned that federal budget proposals could shrink TANF funding. Commissioner Lopez said the county must “watch these dollars” because TANF allocations were “getting threatened at the federal level,” and urged advocacy to protect the program.
The motion to approve the Pathway agreement passed unanimously. Commissioners did not specify individual participant placements or the precise split of state versus local administrative funding in the public discussion; staff said the majority of the award came from the state summer‑youth allocation.
