Commission endorses state bill to automate residential solar permitting, urges council support

Franklin Township’s Environmental Commission voted on Feb. 24 to recommend that the township council support Senate Bill S4100, a proposed state measure that would establish an automated permitting platform for many residential rooftop solar installations.

Robin brought the bill to the commission’s attention; commissioners reviewed the bill’s key features, including algorithmic checks to confirm compliance with the State Uniform Construction Code, automated issuance of permits when applications meet criteria, 24-hour submission capability, and the allowance of electronic signatures. The bill calls for the platform to process at least 75% of qualifying residential rooftop solar permit applications (panels that weigh less than or equal to 4 pounds per square foot and otherwise meet code requirements) and to provide for inspections after permits are generated.

Commissioners discussed local permitting practices, including a township fire-inspector guideline that limits panel placement near roof edges to preserve ladder access; members asked whether that local restriction is common elsewhere and whether the bill addresses firefighter access. The commission emphasized that automated approval would still require on-site inspection and that the platform is intended to reduce paperwork and counter traffic for routine, code-compliant installations.

A motion to draft a resolution of support and forward it to the township council was moved and seconded; the motion passed on a voice vote. The commission directed staff to prepare a resolution of support for Council consideration and to include language noting inspection requirements and any local fire-safety concerns for council review.
