Board grants impervious-coverage variance for Julie Court addition

The Franklin Park Board of Adjustment granted Manu and Viddu Goyal a variance to construct a 650-square-foot, one-story rear addition at 37 Julie Court, allowing the lot’s impervious coverage to increase to approximately 33.4 percent.
Architect Dan Fortunato testified for the applicants and described the addition’s interior program: “It's going to contain 330 square feet will be a bedroom, closet, and bathroom, and the 320 square feet will be, what we're calling a salaria. Basically, an open, family area,” Fortunato said. The applicants told the board the addition is for family use; no kitchen facilities are proposed in the new work.
The Technical Review Committee and staff confirmed that the project conforms to setbacks and other zoning bulk requirements, and that the lone variance required is for impervious coverage. Board members asked about drainage and existing site conditions; applicants and the architect said they had not observed drainage problems and that no additional sheds or impervious structures could be removed to reduce coverage. A neighbor attended and offered to testify in support but was not called to speak.
The Environmental Commission had suggested the applicant consider solar panels; the board noted that solar installation would be handled administratively through permits and would not require a return visit to the board. Fortunato said the applicants had seen the suggestion and could take it under consideration.
The board approved the c variance in a roll-call vote recorded as unanimous among members present. Tally and roll call names recorded at the hearing included Cheryl Bethea, Richard Prokhanick, Bassim Verdas, Alan Rich, Gary Rosenthal, Robert Shepherd and Chairman Thomas. The approval was granted with the standard condition that all required municipal permits (zoning and construction) be obtained before work begins.
