At its meeting the Franklin Township Sewage Authority approved its consent agenda and a slate of individual resolutions covering payroll and operating disbursements, account removals, release of bid and performance bonds, professional-services agreements, and a local finance board filing needed for permanent financing of the Marcy Street project.
Chairwoman Ford called for a single motion and second to approve routine items on the consent agenda; the board approved payroll and operating disbursements (resolution nos. 1โ5) by voice vote. The listed disbursements included payroll account $168,801.98; operating expense account $345,092.23; general fund $104,950; renewal and replacement account $66,847.81; and escrow fund $7,438.50.
Individual resolutions approved by motion and voice vote included: authorizing an agreement with Business and Governmental Insurance Agency (BGIA) for professional risk-management consulting services for calendar year 2025 (resolution no. 6; the contract amount stated in discussion was about $167,000); release of bid bond cash deposits posted by Franklin Miller Incorporated and Brenton Miller Incorporated (resolution nos. 7 and 9); removal of several accounts from billing because properties were capped (resolution nos. 8, 11 and 13); release of performance bond and remaining cash deposit posted by Cedar Grove Lane Townhomes at Franklin LLC for project no. 2015-31-Res (resolution no. 10); and a resolution authorizing renewal of an agreement with Valiant Video Productions for meeting recording and editing services (resolution no. 14; $120 per video file stated in discussion).
Notably, the board approved resolution no. 12, authorizing submission of an application to the local finance board pursuant to NJSA 4:5A-6 and NJSA 58:11B-9A related to long-term bond financing of the Marcy Street sanitary sewer rehabilitation process. That filing is a required step for closing permanent financing, authority staff said.
All individual resolutions on the agenda were moved, seconded and carried by voice vote; the transcript records unanimous "aye" responses and does not list individual roll-call votes.
