Council approves warrants, consent agenda and separate resolutions including recycling contract and developer agreement

Warrants: The council approved warrants totaling $5,852,611.86 for payment. The roll-call vote was unanimous in favor.
Consent agenda: Items a through r on the consent agenda were adopted by unanimous roll-call. One highlighted item discussed before the vote was Resolution 25-062, a shared-service recycling agreement with Somerset County for curbside recycling pickup. The contract rate cited in discussion was $27.60 per residential household annually; staff said the township has about 23,000 residential units, producing an estimated annual township cost in the hundreds of thousands of dollars for county-provided recycling services.
Separate resolutions: The council voted unanimously on several items taken separately: - Authorization to participate in the state plan cross-acceptance process and appointment of five municipal representatives to the local cross-acceptance committee (staff designee Mark Healy, the mayor as municipal representative, Planning Board chairman or representative, Councilman Embarrassing as the council representative, and a nominated citizen member, Ted Chase). Council members said county planning staff will act as the primary negotiator and that the committee is not expected to require many in-person meetings. - Adoption of Resolution 25-070 authorizing a developer's agreement with EWA Somerset 400 Owner LLC for improvements related to a conversion project at Atrium Drive (block 468.01, lots 21.06 and 21.24). The agreement requires the developer to make specified roadway and site improvements as a condition of development approval. - Adoption of Resolution 25-071 appointing members to the Senior Citizen Advisory Committee and the Cultural Arts Council; council members noted some appointments reflected recent reorganizations of those groups.
Votes on the separate items carried by unanimous roll call. Council members present who recorded votes included Councilman Embarrassing, Councilwoman Francois, Councilman Carazzi, Mayor Kramer, Councilman Onyjaka, Deputy Mayor Rudin, Councilman Vasanella and Councilman Wright.
