Open Space committee approves financial report; members press for clearer Meadow/Foundation breakdown and overtime detail

The Franklin Township Open Space Advisory Committee voted to approve its November–December financial report after discussion about how expenses were presented and an unexplained overtime overrun.

During the review, committee members asked staff to break out multiple items that were grouped under a single line for building repair and maintenance, so the public and committee can see exactly how much was spent on Hageman House vs. Meadow(s) Foundation and other facilities. One committee member said the current layout made it “a little bit confusing” to see what funds went to which site; staff agreed to provide a more detailed breakdown at future meetings.

Members also pressed for an explanation of a negative balance in the overtime line. The report showed a budgeted overtime amount of $25,000 and recorded overtime spending of $46,078.46, a variance of $21,078.46. A staff member said the payroll detail provided to the open space office did not include a breakdown for overtime and that she would ask Carl Hough (payroll/budget staff) for the precise figures.

Committee members asked that next year’s budget be examined earlier in the cycle; the group formed a budget subcommittee to review the open space trust fund lines before the council’s hearings. The committee discussed adding a dedicated line next year for Meadows utility expenses so those costs are visible on the face of the budget.

After questions and assurances that staff would provide more detailed breakout lines and seek the overtime explanations, a member moved and the committee approved the financial report by voice vote.
