The Borough of Ramsey mayor and council on Wednesday approved several routine items by roll call and introduced an ordinance related to municipal appropriation caps ahead of the 2025 budget hearings.
The council voted to approve minutes from the Jan. 22 meeting and to review and receive the communications listed on the agenda. Council members then moved and passed a consent resolutions block covering resolutions numbered 041-048 (2025), and approved special permit requests and vendor awards described on the agenda.
Among items mentioned by Borough Administrator Bruce Jose and adopted on consent was a contract award to Garden State Fireworks for the borough’s Independence Day celebration, scheduled for the evening of Thursday, July 3, 2025, with a rain date of Sunday, July 6, 2025.
Council also introduced Ordinance 03-2025, "An ordinance to exceed municipal budget appropriation limits and to establish a cap bank," on first reading; the ordinance was read by title and received a second. The ordinance allows the borough to bank appropriation increases under the state municipal cap for possible use in future years and does not change the state tax levy cap.
Appointments and swearing-in
Mayor Deirdre Dunn announced appointments to the Ramsey Municipal Alliance and conducted swearing-in: Colin Gurney, Jessica Gurney and Belin (Balin) Scanlon were appointed to the Ramsey Municipal Alliance and sworn in during the meeting. The council also took a ceremonial oath for Aiden Brewer as a probationary police officer; the chief and mayor offered brief remarks welcoming him.
Why this matters
These procedural votes clear the agenda so the borough can proceed to formal budget introduction and public hearings later this month and in March. The firearms/fireworks contract and special permit approvals set the framework for July Fourth programming and for scheduled community events such as the Ramsey Farmers Market and the Women’s Club plant sale (May 17, 2025).
