The Livingston Parish Council on April 24 adopted a revised parishwide drainage manual intended to set consistent standards across drainage districts. Robert Dugas, presenting the item, said the manual compiles language agreed by a working group of drainage districts and the parish engineer. Changes are highlighted in red in the distributed draft and include clarifications on site-specific rainfall metrics, field mitigation versus stormwater retention language, and a mechanism for drainage-district sign-off on projects that cross district boundaries.
Dugas said the original manual had been adopted earlier as an interim compilation, and the revised version reflects input from drainage districts and the review engineer. Councilmen asked clarifying questions about how the manual integrates with FEMA’s Community Rating System (CRS) and whether field mitigation language aligns with FEMA requirements; staff said the revisions were intended to help secure CRS points that lead to flood-insurance discounts for residents.
Councilman Coates moved to adopt the revised manual and Councilman Wascom seconded; the motion passed unanimously. Staff said a working group of drainage districts will continue to meet and that additional recommendations may be brought to the council as the drainage master plan advances. The manual adoption is intended to standardize review criteria and reduce inconsistent subdivision requirements across district lines.
