The Livingston Parish Ordinance Committee on April 15 voted to forward an amendment to Section 125-26 that would remove a 30-foot pond servitude requirement for commercial and multifamily parcels.
Councilman Billy Taylor said the provision had unintentionally restricted building on small commercial lots and that planning staff and engineers told him commercial and multifamily property owners already maintain private ponds and drainage facilities. Planning and Zoning Chair Cathy Long told the committee the requirement "really shouldn't apply at all" for commercial and multifamily properties because the property owner maintains the pond.
Engineers and Gravity Drainage representatives told the committee that project-level grading and drainage reviews would still apply and that engineers would address site-specific constraints when individual projects are submitted. The committee motioned and seconded the referral to the full parish council.
No ordinance number or effective date was provided in committee discussion; the full council will receive the referral and consider ordinance language and any engineering conditions at that time.
