Property owner Jason Aycock asked the Livingston Parish Zoning Commission to reclassify a 1.377-acre tract on John McKinney Road from R-1 to R-2 to match an existing minor-subdivision layout and installed infrastructure. Aycock said the parcel contains infrastructure he installed for five lots and that he submitted a plat earlier that was rejected when zoning districts changed.
Councilman Joe Orede, representing District 9, opposed the rezoning and said he did not support changing R-1 to R-2 because of concerns that the change could open the door to further high-density development in the district. Neighboring residents raised flooding and drainage concerns. One resident, Dwight Hutchinson, asked whether a flood study had been done; another resident said drainage from the applicant—s site flows through a canal on his property and that clearing above had increased runoff.
Planning staff recommended conditional approval because the proposed subdivision was a continuation of adjacent lot sizes and infrastructure already in place; the recommendation was explicitly contingent on the resubdivision map being approved and recorded and meeting other parish ordinances. Legal counsel noted the applicant had earlier been allowed to begin work under a preliminary plat and that some portions might be grandfathered.
Commissioners discussed precedent and the 47-acre tract beyond the 1.377-acre parcel; the commission and staff clarified that the approval would apply only to the subdivided 1.377-acre tract and not to the larger remaining parcel. The commission made a motion to approve the rezoning contingent upon the 1.377-acre tract being resubdivided and recorded and that the remainder acreage (variously described during the hearing) would not be rezoned. The motion passed with all voting members present recording yes.
